The campaign numbers look good, and the next one still starts from zero. If attention keeps rising and falling back, the problem is not your reach. It is that nothing was built. Here is how to start building this week.

The campaign wrap report is on the screen. Impressions in the millions. Views up. Clicks well above target. The agency is pleased and so is the board.
Then someone from the team, who is part of the community the campaign was aimed at, says: “I asked my family and friends. None of them remember seeing it. The ones who did thought it was for someone else.”
The room goes quiet, because everyone knows the next campaign will have to buy that attention all over again. We see this pattern across brands, destinations and public bodies, again and again.

This is normal, and it is fixable
If you ticked three or more, you are doing what most organisations do: paying to be noticed by people you have never really spoken with. It shows up well in a report, which is why it keeps happening.
The difference is simple to say and harder to do. Reach is rented. Relationship is owned. Communities can tell when they are being talked at rather than included, and they can tell quickly.
This is not about spending less on media. It is about what the spend leaves behind. When content is shaped with the people you want to reach, and there is a live moment they can take part in, attention turns into participation. Participation is what carries forward to the next campaign.
If nothing carries forward, you are not building an audience. You are renting one.

You do not need a new agency to start. You need a week of listening before your next brief.

Talk to ten people
Speak with ten people from the community you want to reach. No pitch and no survey. Ask what they read, who they trust and what brands usually get wrong about them.

Find who already has trust
List five people, groups or places this community already listens to. Look at who shows up in those ten conversations more than once.
You leave with: a map of where trust already lives - Friday
Plan one thing to join
With one or two of those people, sketch one small live moment people could take part in, not just watch: a conversation, a gathering or something they help make.
You leave with: a first idea that belongs to both of you
You are closer than you think
The organisations that build lasting relationships with communities are rarely the ones with the biggest media budgets. They are the ones that listened first, shared the microphone and kept showing up between campaigns.
You already have attention. That is the expensive part. Turning it into relationship takes humility and patience more than money.
